NY Permit After You Pass: 5-Hour Course, MV-278, Then the Road Test

Passing the New York Class D permit test is the start of a short, easy-to-scramble sequence: photo permit, 5-hour pre-licensing course, supervised practice, then the road test. An online pass is not a photo permit. NY DMV tells under-18 applicants to wait three business days after an online pass before visiting an office. Adults should still confirm the current office steps on the prepare-for-the-permit-test page. You need the physical learner permit before a pre-licensing school will seat you.

The 5-hour pre-licensing course

DMV’s pre-licensing page is the source:

• About five hours of classroom or approved virtual instruction. It is not behind-the-wheel training.
• You must already hold a valid New York learner permit.
• A high-school or college Driver Education certificate (MV-285) can replace the 5-hour course.
• Classroom and many virtual providers issue an MV-278, valid one year from the issue date. An MV-285 is valid two years.
• Some online providers report completion electronically; you may not get a paper card. The scheduling system then reads your permit record. If you were issued paper, bring the original MV-278 to the road test — copies are not accepted.
• The certificate must still be valid on the day you book the road test. DMV says it may expire on the day you take the test. If it expires before you book, you take the course again.

Permit restrictions that stay testable

The pre-licensing student manual (MV-277.1) repeats the permit rules. They also appear in Chapters 1 and 4–11 of the driver’s manual, which is why they still belong in Class D practice:

• A supervising driver at least 21 with a licence valid for that vehicle.
• No practice in a DMV road-test area.
• New York City: no streets inside a park, and no TBTA bridges or tunnels.
• Westchester: no Cross County, Hutchinson River, Saw Mill River or Taconic State parkways.

Junior (under-18) extra limits — night hours and passenger rules — are on the DMV junior-driver pages. Confirm those before you treat a forum post as law. Signs remain a separate trap: miss two of the four sign items and you fail even with 14 other correct answers. Keep drilling traffic signs.

Road-test bag

• Physical photo learner permit.
• Original MV-278, unless completion is already on your electronic record and DMV does not ask for paper.
• Glasses or contacts if the permit requires them.
• If you are under 18: a completed MV-262 (Certification of Supervised Driving), signed by a parent or guardian, every time you attempt the test.
• A legal vehicle and a licensed accompanying driver. No extra passengers at the site.

Use the written bank to lock the rules, then book the course. Do not book the road test the morning the MV-278 is printed.
